Admission Helpline:- UG admissions: Scores not sole criterion in other countries

At a time when reforms are being introduced to de-stress the education system, high cutoffs at Delhi University are being seen as a setback to modernizing higher education in India.

A preview of undergraduate admissions in other countries shows that marks of 'one single examination' cannot be the sole criterion to admit students in colleges. The focus of western countries is on a 'full and rounded view of all applicants'.

Peter J Quagliaroli of Groton School, Massachusetts, said, "Admission to selective colleges and universities in the United States is based on the confluence of a host of critical factors." Students are evaluated on their numerical profile - a holistic review of their cumulative grade point average (GPA), their SAT or ACT score, their scores on various Subject Tests (SAT II) and Advanced Placement exams. Also, the student's application itself, which sometimes includes an interview, holds weightage in nearly all admissions decisions in the US.

"Students who put together an authentic application that includes thoughtful and revealing essays are certainly at an advantage," added Quagliaroli. Besides, counsellor and teacher recommendations from high school carry weight in the decision-making process. So do athletics and extra-curricular activities.

However, in the UK, there is no standard or average entry requirement that covers all universities. It varies from one university to another and depends on the type of course. Often there is a link between high demand for a course and higher entry requirements. Students apply via UCAS (Universities and Colleges Admissions Service) which is a centralized application system, which allows them to apply to five institutions. The application form includes predicted grades, relevant subjects, statement of purpose and a reference letter from a professor/teacher in school/college.

"On the basis of these an offer is made to a student. The offers are conditional on meeting adequate grades in examinations. Most students in the UK follow the A level and IB pattern of education," said Kaushik Mitra, education adviser in India, University of Sussex.

While Gareth Morgan from Universities UK (the representative organisation for UK's universities), added that the UCAS Tariff is a system which allows students to use a range of different qualifications to help secure a place in an undergraduate course.

India Real Time presents a round-up of commentary and analysis of one of the week’s key news events – the Delhi University’s announcement of cut-off lists – with places at Shri Ram College of Commerce only available to students scoring 100% in exams.

Education Minister Kapil Sibal slammed the move as “irrational” and “exclusionary,” but Delhi University’s colleges have defended it as the best way to deal with the problem of over-admission.

Ranabir Majumdar, writing on Web site ibnlive.com, said: “The Delhi University admission race seems like a scramble to land yourself with a share allotment in an Initial Public Offering.”

“In a country where course curricula and evaluation standards vary from one education board to another, Delhi University is following a process that looks at only the marks as the sole criterion, irrespective of the board the student comes from. This is bound to create more tension between Delhi University aspirants and has the potential to snowball into a much larger issue,” he said.

In an editorial titled, “College admission: It’s getting absurd”, The Asian Age newspaper said “if the pond is brimming over at Delhi University, other universities in the country too would be catching the disease sooner or later for the rising overflow is bound to hit them.”

“The question is: Where will all the toppers go? To America obviously, in droves, and also to fairly ordinary institutions in Britain, Europe, Australia or Singapore, to name a few popular destinations. As a result of the outflow, the cost of education at foreign universities for Indians could shoot up, not to mention sociological downsides related to race attacks against Indians,” the editorial added.

Referring to the “stratospheric cut-off criteria” in courses and colleges, the India Today magazine Friday said on its Web site that hundreds of students rushed to get a hold of their allotted seats wherever they could, lest they lose out on a seat altogether.

“The uncertainty among aspirants is rooted in the absurdity of the cut-offs declared by colleges. Aspiration was pitted against opportunity. The former lost,” it said.

The Times of India newspaper, carried the editorial “Learn the lesson”, which said: “This indicates a deeper malaise plaguing our higher education system.”

“Both [government and academic community] must realize that the education pie needs to be enlarged by bringing in more private players in the field. There’s a case for institutional and private philanthropy in higher education as well. Investments, however, will only be forthcoming if the sector is freed up, giving greater independence to institutions. Policy reform, based on this shift in perspective, is imperative to give higher education the boost it so badly needs.”

As per directives of ministry of human resource development, Govt of India, the 10th All India Engineering/Architecture Entrance examination for admission to various NITs, IIITs, deemed universities and for few state institutions will be conducted by central board of secondary education, New Delhi on 24th April, 2011 (Sunday) for admission to BE / BTech and BArch / BPlanning courses

Sale of information bulletin will start from 15th December, 2010 from various branches of banks/institutions/regional offices of the board

However, for those willing to apply online, the facility for submission of online application will be available from 23rd November, 2010

This year, for the first time, the board has also made facility available for appearing in online examination for one lac candidates on first come first served basis in select 20 cities with a capacity of 5000 per city

 2. DURATION OF COURSE

For Doctor of Medicine (MD) and Master of Surgery (MS): Three years from the date of admission. However, exemption of one year shall be granted to students having a recognized two years postgraduate diploma in the same subject.

For Diploma: Two years from the date of admission.

Eligibility Criteria:-

1.      A candidate, who holds MBBS degree or an equivalent qualification and who has obtained permanent registration with the Medical Council of India (MCI) or any of the State Medical Council(s) after completing compulsory rotating internship shall be eligible to take this examination.

2.      However, a candidate who after passing the final qualifying examination (MBBS or equivalent examination), is undergoing 12 month compulsory rotating internship and is likely to complete the same by 31st March, 2011 can take up this examination. The candidate must produce a certificate from the head of institution that he/she will be completing internship by 31st March, 2011. But he/she will not be eligible for admission unless he/she has completed the compulsory rotating internship and obtained full registration on or before 31st March, 2011.

Method of Submission of Application:

ü       A candidate seeking admission to the Entrance Examination is required to send his/her application in the prescribed format which can be downloaded from www.hihtuniversity.org.

ü       The candidate should fill in the application form in his/her own handwriting (in capital letters) clearly and legibly.

ü       Furnishing of false information or suppression of material information in the application form will entail disqualification and shall render the candidate unfit for admission. If ineligibility is detected at any stage, the candidature/admission will be treated as cancelled and no further correspondence in this regard will be entertained. Further, the intimation in this regard will be sent to MCI and concerned medical college for necessary action.

ü       Incomplete application form will be rejected and no correspondence will be entertained by the University in this regard.

ü       It will be the responsibility of the candidate to ensure that the correct address is filled in the Application Forms. The University shall not be responsible for any loss in transit or for incorrect address given by the applicant in the Application Form.

ü       No candidate should submit more than one application. However, if submission of another application becomes necessary for any reason, the word “Duplicate” be clearly mentioned in red ink on top of the second application. Failure to do so may entail rejection of both applications.

ü       Since allotment of seats is made through personal appearance, candidates are not required to give their choice of subject at the time of submission of application form.

ü       Candidate is required to go through the check list before sending his/her application form.

ü       Application form complete in all respect along with a Demand draft for Rs 2000/- (rupees two thousand only) should be sent to the Controller of Examinations, HIHT University, Swami Ram Nagar, Doiwala, Dehradun 248140 (Uttarakhand) by speed post/registered post or deposited by hand at the office of the Controller of Examinations. Application received after the prescribed last date will be rejected.

ü       Demand Draft shall be in favour of HIHT University payable at State Bank of India, Jolly Grant (Branch code No- 10580), Dehradun

NOTE: Candidates are strongly advised not to approach any individual or agency for admission. This University has no branches and no individual/agency is authorized to act on its behalf. Admission to all the Post Graduate courses is solely based on the merit list of Post Graduate Medical Entrance Examination (PGMEE) conducted by the University

CHECK LIST

Before sending the Application form, candidate must ensure that self attested photocopies of the following documents are sent along with duly filled Application Form.

(i)                Date of birth certificate or High School certificate containing date of birth.

(ii)              Mark sheets of MBBS examinations (all professional examinations).

(iii)            MBBS degree or Provisional passing certificate.

(iv)            Internship completion certificate or certificate from the college principal that Internship will be completed on or before 31st March 2010.

(v)              Three self addressed registered envelopes.

(vi)            Two recent passport size colored photographs (photographs should be same as affixed on the application form and the admit card).

The Postgraduate Medical Entrance Examination - 2011 will be held in New Delhi.

ADMIT CARD

1.      In case a candidate does not receive the Admit Card by 7th February 2011, he/she should immediately get in touch with the Controller of Examinations with duly attested passport size photograph and proof of sending application form, so that Duplicate Admit Card can be issued. Last date for issue of duplicate admits card shall be 11th February 2011 (04:00 pm).

2.      The University bears no responsibility for non-receipt of Admit Card due to loss in transit or on any other ground. Efforts to procure the duplicate admit card, from office of the Controller of Examinations, is the sole responsibility of the candidate.

3.      Candidates are advised to preserve the Admit Card till allotment of seat. Duplicate Admit Card will not be issued after the examination.

4.      No candidate will be allowed to enter the Examination Hall / Venue of allotment of seats (by personal appearance) without valid Admit Card in original.

DECLARATION OF RESULTS

ü       The result of successful candidates only with their rank numbers is expected to be declared by 20th February 2011 and will be available on www.hihtuniversity.org.

ü       The University will not intimate candidates individually the result of entrance examination and no correspondence on this subject will be entertained.

ü       There is no provision for rechecking/re-evaluation of the answer sheets and no query in this regard shall be entertained.
