About College:

The history of the IIT system dates back to 1946 when a committee was set up by Hon'ble Sir Jogendra Singh, Member of the Viceroy's Executive Council, Department of Education, Health and Agriculture to consider the setting up of Higher Technical Institutions for post war industrial development in India. The 22 member committee headed by Sri N.R.Sarkar, in its report, recommended the establishment of four Higher Technical Institutions in the Eastern, Western, Northern and Southern regions, possibly on the lines of the Massachusetts Institute of Technology, USA, with a number of secondary institutions affiliated to it. The report also urged the speedy establishment of all the four institutions with the ones in the East and the West to be started immediately. The committee also felt that such institutes would not only produce undergraduates but they should be engaged in research, producing research workers and technical teachers as well.

Course Name:

Masters in Medical Science and Technology (MMST) [Offered by: School of Medical Science and Technology, IIT Kharagpur]

Duration: 3 Years

Eligibility:

The eligibility criterion for admission to MMST students is MBBS Degree recognised by Medical Council of India (MCI) with a minimum of 55% marks in aggregate and having passed mathematics at +2 level (even as additional subject) or from any recognized Open University. Seats are reserved for SC/ST/OBC(Non creamy layer) candidates and persons with disability (PwD) as per Govt. of India rules.

Mode of Selection

MMST students - The selection is strictly based on the performance of the candidates in the written test of 2 hours duration. The candidate needs to answer 120 questions, out of which 75 questions are from the MBBS syllabi. The remaining questions are equally distributed to cover the syllabi of +2 level Physics, Chemistry and Mathematics. Each correct answer carries one mark and each wrong answer carries negative 0.25 marks.

MMST 2019 application is to be submitted by an ONLINE process by accessing the website http://gate.iitkgp.ac.in/mmst from 19 April 2019 till 06 May 2019. The candidate should first pay the Application Fee by obtaining a Demand Draft drawn in favour of IIT Kharagpur on any nationalised bank payable at Kharagpur, West Bengal. The draft details, soft copy of photo and signature are required while filling up the ONLINE application form after successful submission of data. The Demand Draft along with submitted application form must be sent by speed post/courier so as to reach by 10 May 2019 to The Head, School of Medical Science and Technology, IIT Kharagpur, Kharagpur - 721302.

Following additional documents should be sent along with the printed Application Form:

1.     Attested copy of EWS/OBC (Non-creamy)/SC/ST/PD certificate (if applicable)

II. Candidates eligible in sections IA(b), IA(d), IB, and IC must fulfill ONE of the following additional requirements:

i) Valid GATE Score in the relevant streams

ii) Junior Research Fellowship (JRF) of CSIR/ UGC/ NBHM/ DBT/ ICAR/ ICMR/ ICPR or

iii) DST INSPIRE Fellowship in the relevant streams

iv) Candidates having UGC-NET Lectureship (LS) are also eligible for Teaching Assistantship in addition to other academic qualifications in the Humanities & Social Sciences stream

v) Minimum of 2 years of professional experience (acquired after obtaining the qualifying degree and completed before the starting of the semester in which admission is sought) in the relevant areas. This criterion is only applicable for IA(b) and IA(d) given above.

vi) School of Electrical Sciences and Mechanical Sciences offer TA through Project (TAP) category based on their availability. The eligibility criteria for TAP category is same is that of TA category. The duration of funding for a TAP category Ph.D. student is for a minimum of 3 years and only till the tenure of the project. Candidates must submit an undertaking for selffinance for the period after the project funding.

1.2.1 have a minimum of two (2) years of work experience at the time of application for parttime Ph.D., if they possess a Master degree (M.Tech. or equivalent) for Engineering with minimum first class or 60% marks or CGPA/CPI of 6.0 on a scale of 10 or equivalent of 6.0 on a different scale (minimum 55% for SC/ST/PWD or CGPA/CPI of 5.5 on a scale of 10 or equivalent of 5.5 on a different scale).

1.2.2 have a minimum of four (4) years of work experience at the time of application for parttime Ph.D., if they do not possess a master’s degree: Condition on preceding degree: B.Tech. or equivalent for Engineering with minimum first class or 60% marks or CGPA/CPI of 6.0 on a scale of 10 or equivalent of 6.0 on a different scale (minimum 55% for SC/ST/PWD or CGPA/CPI of 5.5 on a scale of 10 or equivalent of 5.5 on a different scale).

1.2.3 have a minimum of one (1) year of work experience at the time of application for parttime Ph.D., if their last degree (whether B.Tech. or M.Tech. or M.Sc. or MS by Research) is from an IIT/IISER/IIIT/IISc/NIT: In case of B.Tech. or M.Sc., with minimum 80% marks or CGPA/CPI of 8.0 on a scale of 10 (minimum 75% for SC/ST/PWD or CGPA of 7.5 on a scale of 10)

1.2.4 have a minimum of one (1) year of work experience if employed as per Sub-Section 1.1.1 and have minimum first class or 60% marks or CGPA/CPI of 6.0 on a scale of 10 or equivalent of 6.0 on a different scale (minimum 55% for SC/ST/PWD or CGPA/CPI of 5.5 on a scale of 10 or equivalent of 5.5 on a different scale) in M.Tech degree in Engineering;

1.3 Fulfillment of GATE requirement may be waived for such candidates depending on prior academic performance and employment experience. However, they may be asked to take a written test.

1.4 Candidates will be asked to appear for an interview before a selection committee.

1.5 At the time of application, the candidate should submit a Sponsorship Certificate from the organization in which the candidate is employed giving an undertaking

1.5.1 that the candidate would be allowed to fulfill the coursework requirement and qualifier examination

1.5.2 that leave would be granted for the same and the candidate will be allowed to attend the lectures, labs, etc. as per the academic schedule of IIT Goa. Where leave is granted, it would be required for one semester (M.Tech. candidates) and two semesters (B.Tech. candidates) to fulfill coursework requirement. IIT Goa will provide the format for Employer’s Letter (Appendix A)

2. Part-Time Sponsored Candidates

2.1 Candidates should be employed in AND sponsored by

2.5 Candidates will be asked to appear for an interview before a selection committee.

2.6 At the time of application, the candidate should submit, a Sponsor’s Letter from the organization in which the candidate is employed. The sponsoring organization will give an undertaking:

2.6.1 that the candidate will be paid full salary during the Ph.D. program AND would be allowed to fulfill the coursework requirement and qualifier examination

2.6.2 that leave would be granted for the same and the candidate will be allowed to attend the lectures, labs etc. as per the academic schedule of IIT Goa. Where leave is granted, it would typically be required for two semesters to fulfill coursework requirement. IIT Goa will provide the format for Sponsor’s Letter (Appendix B)

2.7 A co-supervisor (must hold Ph.D. degree) at the employing organization needs to be identified and the organization should be recognized by IIT Goa. Meetings between co-supervisor and supervisor at IIT Goa should be held at least once in a year.

2.8 Appropriate facilities should exist to carry out the planned research work at the employing organization.

The standard of the graduates should be at par with those from first class institutions abroad. They felt that the proportion of undergraduates and postgraduate students should be 2:1. 
With the above recommendations of the Sarkar committee in view, the first Indian Institute of Technology was born in May 1950 in Hijli, Kharagpur, in the eastern part of India. Initially the IIT started functioning from 5, Esplanade East, Calcutta and very soon shifted to Hijli in Sept. 1950.

Doctor of Philosophy (Ph.D) Autumn Semester [disciplines of Engineering, Technology, Science, Architecture & Regional Planning, Humanities & Social Sciences, Rural Development, Law and Management]

Eligibility:

3.1. All candidates seeking admission to the Ph.D. program under the categories mentioned below shall have to possess requisite marks/grades in the qualifying degree as shown below:

a) Minimum 60% marks or a CGPA of 6.5 in 10 point scale in the qualifying examination (3.2.a and/or 3.2.b) in Engineering /Science /Commerce /Management/ Law and/or equivalent.

OR

b) Minimum 55% marks or a CGPA of 6.0 in 10 point scale in the qualifying examination (3.2.a and/or 3.2.b) in Humanities/Social Science/MBBS degree and/or equivalent.

Note: CGPA will not be converted into percentage marks if the degree awarding Institute provides marks in CGPA system vice versa. Their admission will be based on the CGPA or Percentage of Marks awarded in the transcript.

(a) Minimum Qualifications for admission to Full-time Ph. D. Programmes:

Table 1 defines the minimum qualifications required for admission to full-time Ph. D. programmes at IIT Delhi. Please note:

·         These are Institute minimum requirements and any Department/Centre/School operating through their DRC/CRC/SRC can specify higher short-listing criteria than what is specified here.

·         This table includes most of the degrees, but each DRC/CRC/SRC is free to specify the qualifications and disciplines acceptable for admission to their programmes.

·         Candidates in the final year of their programmes and who expect to complete all their qualifying degree requirements before the date of registration are also eligible to apply for admissions. For short-listing purposes, their performance until the preceding semester (preceding year if their programmes are year based) would be considered but their admission would be provisional, subject to their meeting the minimum eligibility criteria after their final qualifying examination results are announced. In any case, all admissions are provisional at first and it is confirmed only after all certificates and previous records are duly checked and verified, a process which may take a few weeks into the starting semester.

Exemptions, relaxations and clarifications:

1.    For SC/ST/PH category students, minimum performance in the qualifying degree with postgraduate qualifications (first two rows in Table 1) is relaxed from 60% to 55% (CGPA relaxed from 6.00 to 5.50).

2.    Qualifying degree performance is computed by aggregating performance over all the semesters/years of the qualifying degree, as per the credit or weightage system approved in the institution / board where the degree has been completed.

3.    Requirement of qualification in GATE / National Exam is waived for the following categories of applicants:

(i) Currently registered students in Centrally Funded Technical Institutes (CFTIs) pursuing B. Tech./B.E./ Integrated M. Tech/ Integrated M. Sc. programmes, who have completed 6 semesters or more, and have CGPA of 8.000 or above (on a 10 point scale). Such students must obtain a CGPA of 8.000 or above at the time of graduation, and before they formally register for the Ph.D. programme (80% aggregate marks, if marks is the primary mode of evaluation);

(ii) Graduates of CFTIs (in the programmes marked under (i)) with a final graduation CGPA of more than 8.000 (80% aggregate marks, if marks is the primary mode of evaluation);

(iii) M.A or M.Sc. graduates from IITs with CGPA 8.000 or above.

4.    For purposes of shortlisting, the primary method of evaluation (i.e., CGPA/CPI, or aggregate percentage, as appropriate) followed by the institution where candidate has obtained his/her qualifying degree will be used by IIT Delhi for determining whether the candidate meets the final shortlisting requirements.

5.    For assistantship purposes only (and not for qualification), candidates with M.B.B.S. qualification will be considered equivalent to M. Tech., for admission to Ph.D. programme in Centre for Biomedical Engineering;

6.    For candidates with M.A. degree in English, a 5% relaxation in marks or 0.5 relaxation in CGPA may be permitted for admission to the Ph.D. programme in Humanities and Social Sciences;

7.    Candidates holding an MBA degree are eligible for applying to the Ph.D. programme in the Department of Management Studies.

(b) Minimum Qualifications for admission to Part-time and Sponsored (full-time) Ph.D. Programmes:

The following eligibility conditions apply for the Part-time and sponsored full-time programmes:

1.    Only employees of Public Sector Undertakings or Government Departments or Research and Development Organizations or Private Industries (approved by Faculty Boards) are eligible for admission to these programmes.

2.    The minimum full-time experience required after obtaining the qualifying degree and as on date of registration, is given below in Table 2:

4.    For part-time candidates from outside NCR (or at a radial distance of more than 50 km from IIT Delhi), there is a minimum residency requirement of 6 months. DRC/ CRC/SRC may specify a higher residency requirement based on the courses recommended as well as the background.

5.    Sponsored (full-time) candidates seeking admission to a Ph.D. programme on the basis of study leave, must submit a “Sponsorship Certificate” on a proper letterhead from the appropriate authority in the organization clearly stating the following:

·         for the period of his/her studies in the programme, the candidate would be treated as on duty with usual salary and allowances; and

·         that he/she will be fully relieved and granted study leave for a minimum period of 3 years (2 years for M. Tech. and equivalent degree holders).

6.    Part-time candidates are required to submit a “No Objection Certificate” (NOC) on a proper letterhead from the appropriate authority in the organization clearly stating the following:

·         the candidate is permitted to pursue studies on a part-time basis;

·         he/she will be fully relieved from duty and permitted to reside at the Institute for the period of required residency that is essential for completing the course work (this is not a requirement for candidates who are working in NCR or organizations located within a distance of 50 km from the Institute);

·         that his/her official duties permit him/her to attend required classes as per the Time Table of IIT Delhi;

·         that his/her official duties permit him/her to devote sufficient time for research;

·         facilities for research in the candidate’s field of research are available at the candidate’s place of work, in case the proposed Ph. D. research plan requires him/her to use these facilities when the candidate is physically present at this place of work.

Table 3 lists the minimum qualifications required for admission to full-time M. Tech./ M.S.(R)/ M. Des. programmes at IIT Delhi. In this context, please note:

·         These are Institute minimum requirements and any Department/Centre/School operating through their DRC/CRC/SRC/PEC can specify higher short-listing criteria than what is specified here. • This table includes many degrees for eligibility, but each DRC/CRC/SRC/PEC is free to specify the qualifying degree disciplines as well as GATE disciplines acceptable for admission to their programmes.

·         Admission to M. Tech./M. S.(R)/M. Des. programmes are carried out by first short-listing the eligible candidates (meeting the minimum performance in their qualifying degree - Column 3 of Table 2), and scoring above a GATE / CEED cut off specified for that programme and then conducting written test / interview at IIT Delhi. GATE / CEED cut offs for various Programmes last year are tabulated in Annexure IV. In such cases, GATE score is given a minimum weight of 70% in judging the overall performance of the candidates appearing for the interview.

·         DRC/CRC/SRC/PEC is empowered to offer direct admission for M. Tech./M.S.(R) programmes without interview to exceptionally meritorious students. The minimum performance required by such candidates is also listed in Table 3. This is the Institute minimum, and the DRC/CRC/SRC/PEC is free to set higher eligibility criteria for direct admissions without an interview. DRC/CRC/SRC/PEC may also decide not to offer any direct admissions without interviews.

·         Candidates in the final year of their programmes and who expect to complete all their qualifying degree requirements before the third week of July 2019, are eligible to apply for admission. For short- listing purposes, their performance till the preceding semester (preceding year if their programmes are year based) would be considered, but their admission would be provisional, subject to their meeting the minimum eligibility criteria after their final qualifying examination results are announced.

5.    Candidates with AMIE or Grad. IETE qualifications may also be considered for admission to the M. Tech. Programmes; however, if provisionally selected for admission based on their AMIE/Grad IETE performance, they would be required to complete 24 valid undergraduate credits prescribed by the concerned DRC/CRC/ SRC/PEC and clear the GATE examination before being actually admitted to the M. Tech./ M.S.(R)/M. Des. Programmes.

6.    The offer of admission to M.Tech. Programme will have to be accepted on the Common Offer Acceptance Portal (COAP). Detailed instructions in this regard will be provided on the IIT Delhi website.

Minimum Qualifications for admission to Part-time and Sponsored (full-time) M. Tech. /M.S.(Research) Programmes:

The following additional eligibility conditions and relaxations apply for the Part-time and sponsored fulltime programmes.

1.    Only employees of Public Sector Undertakings or Government Departments or Research and Development Organizations or Private Industries (approved by Faculty Boards) are eligible for admission to these programmes.

2.    Employees of only those organizations which are located within 50 Kilometers radius of IIT Delhi are eligible to be considered for admission to part-time M.Tech./ M.S.(R) programmes

3.    The minimum experience (Full Time) required after qualifying degree and as on date of registration is as given in Table 2 above

4.    Minimum qualification for these candidates is the same as for full-time candidates except that the requirement of qualifying in a national examination (column 4 in Table 3) is waived off.

5.    Sponsored (full-time) candidates seeking admission to a M.Tech./M.S.(R)/M.Des. programme on the basis of study leave, must submit a “Sponsorship certificate” on a proper letterhead from the appropriate authority in the organization clearly stating the following:

a. for the period of his/her studies in the programme, the candidate would be treated as on duty with usual salary and allowances, and

b. that he/she will be fully relieved and granted study leave for a minimum period of 2 years

6.    Part-time candidates are required to submit a “No Objection Certificate” on a proper letterhead from the appropriate authority in the organization clearly stating the following:

- that he/she will not be transferred to any other place during the period of study

Submission of Application is only through online procedure. Candidates are NOT required to send hard copy of the application form and bank challan. Candidates belonging to General/OBC category are required to pay for each application form a fee of Rs. 200/- and the candidates belonging to SC/ST/PH categories are required to pay Rs. 50/-. The bank charges will be borne by the candidate.

REFUND OF FEES

The whole amount of fees/other charges deposited by the students will be refundable after deduction of Rs.1,000/- if the candidates do not join the programme after paying the dues and leave the Institute by applying for refund on or before the date of registration. On resignation after registration, only security deposit will be refunded.

About College:

The history of the IIT system dates back to 1946 when a committee was set up by Hon'ble Sir Jogendra Singh, Member of the Viceroy's Executive Council, Department of Education, Health and Agriculture to consider the setting up of Higher Technical Institutions for post war industrial development in India. The 22 member committee headed by Sri N.R.Sarkar, in its report, recommended the establishment of four Higher Technical Institutions in the Eastern, Western, Northern and Southern regions, possibly on the lines of the Massachusetts Institute of Technology, USA, with a number of secondary institutions affiliated to it. The report also urged the speedy establishment of all the four institutions with the ones in the East and the West to be started immediately. The committee also felt that such institutes would not only produce undergraduates but they should be engaged in research, producing research workers and technical teachers as well. The standard of the graduates should be at par with those from first class institutions abroad. They felt that the proportion of undergraduates and postgraduate students should be 2:1. With the above recommendations of the Sarkar committee in view, the first Indian Institute of Technology was born in May 1950 in Hijli, Kharagpur, in the eastern part of India. Initially the IIT started functioning from 5, Esplanade East, Calcutta and very soon shifted to Hijli in Sept. 1950.
